Caregivers: routes to permanent residence for healthcare workers

Healthcare operators in Canada face unique staffing challenges. Foreign caregivers often fill critical roles. There is a clear path to Canadian permanent residence for eligible individuals.

The current pilot programs

Two five-year pilot programs are in place. These are the Home Child Care Provider Pilot and the Home Support Worker Pilot. Both launched on June 18, 2019. They replaced earlier pilot programs. Applications submitted before this date are processed under the old rules.

These programs each accept 2,750 principal applicants annually. This totals 5,500 principal applicants per year, plus their immediate family members. Each program offers a direct path to permanent residence.

How the pilots work

Caregivers must have a job offer in Canada. They must also meet general economic immigration criteria. Successful applicants receive an occupation-specific work permit. This is significant. It means caregivers can change employers if needed, without requiring a new Labour Market Impact Assessment (LMIA).

Open work permits and study permits are available for immediate family members. This allows families to arrive in Canada together. Caregivers then gain two years of Canadian work experience. This experience makes them eligible to apply for permanent residence.

Processing times

Initial work permit applications typically process within 12 months. Once a caregiver submits proof of their two years of work experience, the permanent residence application processes within six months. This structured timeline provides clarity for applicants.

Common challenges

Several factors can lead to delays or refusals. Incomplete applications are a frequent issue. Not meeting the work experience requirement is another barrier. Ensuring all eligibility criteria are met from the outset is essential. Misunderstanding the occupation-specific work permit rules can also create problems. Many applicants do not realize they can change employers within their occupation. This flexibility is a key benefit of the current programs.
