Open work permits
Hong Kong residents can apply for an open work permit. The government introduced this pathway in February 2021. It allows eligible individuals to gain Canadian work experience.
To qualify, applicants must hold a Hong Kong Special Administrative Region (HKSAR) passport or a British National (Overseas) (BN(O)) passport. They must also have graduated from a post-secondary institution within the last 10 years. This degree or diploma must be for a program of at least two years. There is no job offer requirement for this permit. Spouses or common-law partners and dependent children can also apply.
Permanent residence stream A: in-Canada graduates
One permanent residence pathway targets Hong Kong residents who have studied in Canada. To be eligible, applicants must have recently graduated from a Canadian post-secondary institution. The program of study must be at least two years long. They must hold valid temporary resident status in Canada. Applicants must also meet language proficiency requirements. They must intend to reside outside of Quebec.
This stream requires individuals to have applied for the open work permit pathway first. It provides a direct route from study to permanent residency. Family members, including spouses and dependent children, can be included in the application.
Permanent residence stream B: in-Canada workers
The second permanent residence stream is for Hong Kong residents who have Canadian work experience. Applicants need at least one year of full-time work experience in Canada. This experience must have been gained within the last three years. They must hold valid temporary resident status. English or French language proficiency is also a requirement. A valid HKSAR or BN(O) passport is essential.
This stream does not require a Canadian degree. It focuses on the economic contribution of Hong Kong residents already working in Canada. Applicants must also intend to reside outside Quebec. Family members can be included in the application.
